The municipality of Vladimirci is among the first in Serbia to launch an initiative to design and implement a local economic development strategy applying principles and techniques of modern strategic planning. The result is the “Economic DevelopmentStrategy of Vladimirci Municipality 2006--2010,” prepared in accordance with the World Bank’s “Cities of Change” methodology.

The plan has been prepared by Vladimirci Local Economic Development (LED) team with technical support by International Relief and Development. The LED Team is composed of representatives of the public, private and civil sectors of Vladimirci. The plan is divided into three parts. The first presents relevant information and data about Vladimirci municipality. The second part is the local economy assessment. Using the analysis of Strengths, Weaknesses, Opportunities, and Threats (SWOT), the team identified comparative advantages and defined critical issues. The third part presents goals and objectives, reflecting findings and conclusions from the analysis and programs and projects to achieve them.

Geography and Socioeconomic Data

King Aleksandar Karadjordjevic declared Vladimirci a municipality on 11 December 1924 . Vladimirci is one of the 8 municipalities of the Mačva District in the area of the northwestern Serbia, on the right bank of the Sava River, between Šabac, Valjevo, Obrenovac, and Belgrade. The territory of Vladimirci is bordered in the northeast by the Sava River, in the south by the territory of Koceljeva municipality, and in the west by Šabac. The southern part of the municipality reaches the Vlašić mountain range. The municipality covers 338 km2. In addition to the town of Vladimirci, there are 28 settlements within the municipality. According to the 2002 census, the municipality has a population of 20,373.

The municipality offers favorable opportunities for agriculture, including farming, livestock, vegetables, fruit, and food processing. Agricultural land covers 27,298 ha, or 81% of the total territory. Farms and gardens cover 22,732 ha, orchards 1,920 ha, vineyards 70 ha, and meadows 1,548 ha.

Wheat and corn are the leading crops, accounting for over 70% of farm output. Fruit growing is prominent, particularly strawberries, raspberries, blackberries, and of plums. Most of the farmers also raise livestock: cattle, pigs, and sheep. Farmers also produce fresh meat, milk, and dairy products.

The area has significant pure water sources and geothermal water that can be developed for agriculture and tourism.

Vladimirci infrastructure includes 875 kilometers of road networks, 400 km of water-supply pipelines, a fixed telecommunications network with over 6,000 telephone connections, and an electric power network covering the entire municipal area.
